Issued as part of Korea's official commemorative program tied to the 1988 Seoul Olympics — the first Games held on the Korean peninsula — this series was authorized specifically to generate foreign currency revenue and meet collector demand ahead of the event. The kite-flying subject draws from yeonnal-리기, a traditional Korean pastime with roots in military signaling practices from the Goryeo period, later formalized into competitive games held on the first full moon of the lunar new year.
KM#68 was struck in two years of issue, 1987 and 1988, with the bulk of collector sales concentrated in the pre-Games window.
