The Samara Directory notes occupy a peculiar administrative niche in the civil war period. The "Provisional Government of Russia" branding on this series refers not to the Kerensky government but to the Committee of Members of the Constituent Assembly — the Komuch — which held Samara briefly in 1918 before Kolchak's forces absorbed it. The Liberty Loan framework was inherited directly from Kerensky-era bond financing, which is why the Petrograd printing attribution is genuine: the sheets predated the political fragmentation that made Samara briefly a White-aligned administrative center.
At 25,000 roubles, this is among the highest denominations in the S806 series — a direct reflection of the hyperinflationary pressure already gutting rouble purchasing power before the civil war even reached its peak.
