The Don Cossack Military Government — the Vsevelikoye Voysko Donskoye — issued this note in 1919 under acute pressure. The White movement's hold on the Don region was already fracturing under Bolshevik advances, and the local printing infrastructure at Novocherkassk was working against a collapsing supply chain and runaway inflation. The 25,000 rouble denomination, unthinkable just two years earlier, reflects how completely the monetary situation had deteriorated by the time this note was produced.
Ataman Alexander Bogayevsky's government continued issuing notes even as the military position became untenable. Novocherkassk fell to the Red Army in January 1920.
