Artsakh — internationally unrecognized but functionally self-governing following the 1994 ceasefire that ended the First Nagorno-Karabakh War — issued this coin during a brief window of relative stability, when the de facto republic was actively building state institutions, including a numismatic program, partly as a sovereignty signal to the outside world. The Book of Lamentations holds particular resonance for Armenian Christians: its liturgical use in the Armenian Apostolic Church is tied directly to commemorations of national tragedy, including the Genocide.
