Kabupaten Labuhan Batu was one of dozens of Indonesian regional authorities that issued their own emergency currency during the revolutionary period following the 1945 declaration of independence, when the nascent Republic struggled to supply sufficient centrally printed notes to outlying territories. These regional issues — collectively catalogued under the ORIDA (Oeang Republik Indonesia Daerah) framework — were produced locally, often on whatever paper was available, and carried legal tender status only within their issuing district.
The perfin security feature on a note of this denomination is worth noting: applied by a hand or mechanical punch rather than intaglio printing, it was a low-cost authentication measure typical of administrations with no access to specialist printing equipment. The 25,000,000 rupiah face value reflects hyperinflationary conditions of the period, not purchasing power.
