Kabupaten Labuhan Batu was one of dozens of regional Indonesian authorities that issued their own emergency currency during the Indonesian National Revolution, when the Dutch blockade and the general collapse of centralized supply lines made Jakarta-issued notes unreliable or simply unavailable in the interior of Sumatra. These regional treasury notes — often called "ORI daerah" to distinguish them from the central Bank Indonesia emissions — were authorized locally and backed by little more than administrative resolve.
The perforated serial number is characteristic of notes produced under extremely limited technical conditions; a hand perforator standing in for a proper numbering machine. The denomination itself reflects the severe inflation gripping Republican-held territories by 1948.
