Not a banknote. The "Federal Reward Note" series was produced as a novelty item in the early 2000s, printed in large quantities and distributed as promotional or gag material — never issued by the U.S. Treasury or any federal authority. The denomination alone disqualifies it from any serious monetary classification. These circulated freely as joke gifts and advertising inserts, and survive in enormous numbers.
