Liberia's Olympic commemorative program in the late 1990s was essentially a licensing operation — the government authorized dozens of issues tied to Sydney 2000, most with no meaningful connection to Liberian sport or Olympic participation. The country was simultaneously mired in the aftermath of civil war, and hard currency revenue from coin sales to foreign collectors was one of the few reliable income streams available to the administration.
