Issued under the United Nations Food and Agriculture Organization's coin program, which enlisted dozens of member nations during the 1970s to circulate coins carrying agricultural messaging as a low-cost public awareness campaign tied to the 1974 World Food Conference in Rome. Panama was among the smaller denominational participants — the 2½ centésimos itself an unusual fractional unit rarely seen in active circulation even before this issue.
