Kazakhstan hosted the 7th Asian Winter Games in Astana and Almaty in January–February 2011, making this commemorative issue a near-simultaneous release with the event itself. The National Bank had by then established a pattern of issuing collector-grade paper notes tied to major national occasions, though most saw negligible circulation — bought up at point of sale and sleeved immediately.
