Uganda's issuance of a Pelé commemorative has nothing to do with any historical connection between the footballer and East Africa — this is a product of the licensed celebrity coin market that expanded aggressively through Pacific and African sovereign mints in the early 2000s, with the Pobjoy Mint and similar private operators contracting small nations to lend legal-tender status to collectibles aimed squarely at European and American sports memorabilia buyers. Silver-plated copper-nickel rather than solid silver keeps production costs low while the "2000 Shillings" face value remains entirely nominal.
