Thomas De La Rue has printed Ugandan banknotes continuously since the country's first independent issue in 1966, making this one of the longer-standing printer-issuer relationships in sub-Saharan Africa. The 2000 Shilling denomination was introduced in 2000 as Uganda's economy recovered from the inflationary damage of the Amin and Obote years, during which the shilling had lost almost all practical value — the 1987 redenomination had already cut six zeros from the old currency.

The twelve-year print run from 2010 to 2022 with minimal design changes reflects the monetary stability Uganda maintained through that period, a marked contrast to the note's turbulent predecessors.
