Perum Peruri — Percetakan Uang Republik Indonesia — has held the mandate to print Indonesian currency since 1971, one of relatively few state mints in Southeast Asia to handle the full production cycle domestically. The Karawang facility, operational from 1994, replaced the older Jakarta plant and brought higher-volume capacity to meet Indonesia's demands across a wide denomination range.

The 2009 issue date places this note in the post-reform period following the catastrophic rupiah collapse of 1997–98, when the currency lost roughly 80% of its value against the dollar. The 2000 denomination, modest by any measure, reflects how inflation permanently restructured everyday transaction values.
