Romania turned to the American Bank Note Company for this 1920 issue because domestic printing infrastructure had been gutted by four years of war and German occupation. The ABNC had no prior relationship with the Romanian state — this was an emergency procurement, not an established contract.

The issuing authority is worth noting: the Ministerul Finanțelor, not the Banca Națională a României. Treasury-issued paper at this denomination signaled how badly the postwar monetary system had fractured — the central bank simply could not absorb the demand for high-value notes during the inflationary spiral that followed reunification with Transylvania, Bessarabia, and Bukovina in 1918.

2000 Lei was an exceptionally large sum for the period.
