Guinea issued this piece in 1969 as part of a wave of Apollo 11 commemoratives produced by newly independent African states with minimal minting infrastructure of their own — most contracted European mints to strike these on their behalf. The timing was purely opportunistic; Sékou Touré's government had broken with France in 1958 and was running a command economy increasingly isolated from Western financial systems, making hard-currency commemorative issues a practical revenue mechanism rather than any genuine celebration of American achievement.
