Togo's participation in the Chinese lunar series was purely a licensing arrangement — the country had no diplomatic or cultural connection to the Chinese calendar tradition. These issues were struck by the Bavarian State Mint on behalf of a syndicate of small-nation issuers, with Togo serving as little more than a legal authority for the face value.
The Monkey year had already concluded in early 2004, making this a retrospective issue sold entirely into the collector market. No examples entered circulation in Togo.
