The franc CFA — originally standing for franc des Colonies Françaises d'Afrique, later rebranded to franc de la Coopération Financière en Afrique — has been pegged to the French franc, and subsequently the euro, since 1945. Cameroon's membership in the CEMAC monetary zone means the Banque des États de l'Afrique Centrale, not Kinshasa or Yaoundé, controls issuance. High-denomination collector pieces like this one are struck under contract by European mints and have no meaningful circulation history on the continent.
