Gabon's CFA franc issues of this period were struck under license through the Central Bank of Central African States (BEAC), but coins like this — thematic silver issues clearly aimed at the collector market — exist entirely outside that monetary framework. The BEAC has no hand in them. They are produced by private minting houses on contract with the government and have no circulation history whatsoever.
