Cameroon's fiscal authority technically issues these coins, but the country has no meaningful role in their conception, design, or distribution. They are produced under license arrangements common to several CFA franc nations, where European private mints — in this case almost certainly the Monnaie de Paris or a Belgian or Polish contractor — develop the concept, manufacture the piece, and sell it wholesale into the collector market. The issuing state receives a fee. The "2000 Francs" face value represents a fraction of the silver melt alone.
