São Tomé and Príncipe issued a wave of commemorative silver in the late 1990s aimed squarely at the collector market — not domestic circulation. The "Pseudo Millennium" label is telling: the coin was struck in 1998 and marketed around millennial themes despite the actual millennium being two years out, a common commercial maneuver by small-nation mints licensing their sovereignty to foreign promoters. The actual issuing authority had minimal involvement in design or distribution.
