This piece belongs to a late-1990s commemorative program issued by São Tomé and Príncipe honoring the former colonial power whose currency — the Portuguese escudo — had governed the islands' economy for centuries before independence in 1975. The denomination pairing is deliberately ironic: dobras, the post-independence national currency, used to price a tribute to the escudo it replaced.
Portugal's 1 escudo coin was itself a minor denomination by 1999, months away from obsolescence as the euro absorbed the escudo entirely in 2002.
