São Tomé e Príncipe joined the FAO coin program during a period of acute economic instability — the country had abandoned the fixed exchange rate tying the dobra to the Portuguese escudo in 1991, triggering years of inflation that gutted purchasing power. An FAO-themed issue denominated at 2,000 dobras reflects just how dramatically the currency had depreciated by the mid-1990s. Chromium clad steel was the practical answer to a simple problem: nickel and cupro-nickel were too expensive relative to face value.
