Uzbekistan's coupon currency was a transitional instrument introduced after independence from the Soviet Union, bridging the gap before the permanent som could be established on a stable footing. The coupons were never intended as a durable currency — they were a stopgap, and the public knew it. Inflation during this period was severe enough that denominations escalated rapidly, making the 2000-coupon value unremarkable within months of issue.
The "1st quarter" designation reflects a quarterly issuance system used to control — or attempt to control — the volume of coupons in circulation. It didn't work especially well.
