These were not currency. The Executive Yuan issued these vouchers in April 2021 as part of a NT$26.67 billion domestic consumption stimulus — a deliberate policy response to pandemic-suppressed spending, not a monetary emission. Each adult resident received NT$5,000 worth of vouchers, distributed partly in paper form and partly through digital payment platforms, with the paper version specifically targeting older demographics and small vendors without card infrastructure.
The paper format required a physical redemption network, which created logistical friction but also left a collectible artifact. Unused examples surface regularly; they were never legal tender and expired on 30 April 2022.
