North Korea's early 1990s commemorative program was largely designed for hard currency export — these pieces were sold abroad through state trading companies to generate foreign exchange, not distributed domestically. The sprinter subject almost certainly references the country's investment in track athletics, which held genuine propaganda significance; North Korean runners had competed at the 1992 Barcelona Olympics under the DPRK flag for the first time since the 1988 boycott.
