Uganda's shift to nickel-plated steel for this denomination was driven by the same cost pressures that pushed central banks across sub-Saharan Africa away from brass and cupronickel during the 2000s — raw material prices made the older compositions increasingly uneconomical for high-circulation coins. The magnetic property is simply the functional consequence of the steel core.
