Somalia's elephant bullion series is something of an anomaly — the coins are struck under license by foreign mints (primarily the Bavarian State Mint in Munich) for a country with no meaningful domestic minting infrastructure and an economy that has operated without a functioning central bank for much of the post-1991 period. The Somali government's licensing arrangement essentially monetizes the national name for the international bullion market, with virtually none of these coins ever entering circulation within Somalia itself.

The .9999 fineness matches the standard set by the Canadian Maple Leaf and was adopted specifically to compete in that segment of the market.
