This note belongs to the 1917 Liberty Loan series issued by the Russian Provisional Government — bond certificates converted into de facto currency after the February Revolution left the state's finances in freefall. The Provisional Government turned to the American Bank Note Company partly for practical reasons and partly for signal value: contracting an American printer implied stability and international legitimacy at a moment when neither was secure.
The nearly square format is a direct consequence of its bond-coupon origin rather than standard banknote design conventions. Irkutsk designation reflects regional issue for Siberian distribution networks, not a separate printing.
