The 1991 Gosbank series was the last currency program the Soviet state would ever complete. This 200-rouble denomination was introduced as part of that final Pavlov reform wave — named for Finance Minister Valentin Pavlov, who had already destabilized public confidence in January 1991 by abruptly withdrawing 50- and 100-rouble notes from circulation with just three days' notice, in a failed bid to drain black-market liquidity.
The print run of just over twelve million is modest relative to other denominations in the series. By the time these entered circulation, the rouble's purchasing power was collapsing rapidly, and the note's face value was effectively obsolete within months of issue.
