Issued to mark the tenth anniversary of Qatar's Central Municipal Council, the body established in 1999 as the country's first elected institution — a modest but deliberate step toward participatory governance in an otherwise appointed political structure. The council's mandate has always been strictly advisory, but its creation carried enough symbolic weight to warrant commemorative silver.
