Yemen's Central Bank has been a contested institution since the country fractured into competing administrations after 2015. The Sana'a-based Central Bank — operating under Houthi-aligned authority — was effectively cut off from international recognition when the internationally recognized government relocated banking operations to Aden in 2016. Notes issued from Sana'a after that rupture circulate in Houthi-controlled territory but are rejected or heavily discounted elsewhere in the country, creating a de facto dual-currency situation within a single nominally unified state.
