This issue commemorates Juan Pablo Duarte, one of the three founding fathers of Dominican independence from Haitian rule in 1844. The 1977 date places it squarely within the Balaguer administration's second extended period in power, a government that made conspicuous use of nationalist commemoratives as political currency.
