Paraguay's public finances in 1899 were still recovering from the catastrophic demographic and economic collapse of the War of the Triple Alliance (1864–1870), which had killed the majority of the country's adult male population and left the state dependent on foreign loans and paper obligations for decades. The Administración de la Deuda Pública was the vehicle through which the government managed those obligations — these notes functioned less as conventional circulating currency than as instruments tied directly to debt service.
ABNC's involvement brought the quality of engraving that Paraguayan domestic printing could not have achieved at the time. The watermark is the sole mechanical security feature, modest by the standards of the period.
