The International Year of Disabled Persons was declared by the United Nations for 1981, prompting a wave of commemorative issues from member states — Bhutan among them. Bhutan's participation in such UN-aligned programs during this period reflected the kingdom's careful cultivation of international relationships following its 1971 admission to the UN, a diplomatic opening that coincided with its first commemorative coin programs aimed squarely at the collector export market rather than domestic circulation.
KM#57 was almost certainly never intended to pass through Bhutanese hands as currency.
