Brazil's National Treasury turned to Cartiere Miliani of Fabriano for this series — an unusual choice, given Fabriano's centuries-old reputation as a papermaker rather than a security printer. The firm supplied both the paper and the printing, which may explain why the watermark is the primary security feature rather than more sophisticated intaglio work. Italy was a functioning but strained ally during the First World War, and transatlantic procurement of printed currency in 1916 was neither straightforward nor cheap.
The "13th Print" designation reflects Brazil's practice of distinguishing successive printing contracts within the same nominal series rather than issuing entirely new designs — a bureaucratic continuity that makes precise attribution essential when cataloging.
