Estonia's declaration of independence in February 1918 was almost immediately swallowed by German occupation, and the State Treasury only gained real operational footing after the Tartu Peace Treaty with Soviet Russia in February 1920 — the same year this note was issued. The 200 Marka sits near the top of the 1919–1920 Estonian Marka series, which was produced under considerable logistical strain as the new state simultaneously fought its War of Independence and attempted to build functional monetary institutions from scratch.

The series was printed domestically in Tallinn, a deliberate choice for a government anxious to assert administrative control, though the quality constraints of local wartime printing are evident across the run.
