Turkmenistan's commemorative banknote program has grown increasingly elaborate under Serdar Berdimuhamedov, continuing the personality-cult issuance patterns established by his father. The "Year of Peace and Trust" designation is a state-declared thematic year — a recurring propaganda device in Turkmen official culture — making this note as much a political artifact as a monetary instrument.

De La Rue's Safeguard polymer substrate, adopted here, is the same platform used by several central Asian issuers seeking higher security at lower volume runs. Whether this note sees meaningful circulation or functions primarily as a collectible issue is a question Ashgabat's central bank has rarely bothered to answer publicly.
