Italy's postwar small-change crisis never fully resolved itself at the coin level, and by the early 1970s the gap between minted supply and public demand had become acute enough that savings banks, tobacconists, and municipalities began issuing their own low-denomination paper substitutes — fiduciary notes with no legal tender status but widespread practical acceptance. The Cassa di Risparmio di Cuneo was one of several northern Italian savings institutions that stepped into this vacuum.
These miniassegni, as they were broadly known, existed in a legal grey zone tolerated rather than sanctioned by the Banca d'Italia. Redemption was theoretically guaranteed by the issuing institution, though enforcement was uneven.
