By 1977, Italy's chronic shortage of small-denomination coinage had pushed regional banks and even municipalities into issuing emergency paper substitutes. The Banco di Chiavari e della Riviera Ligure — one of the older Ligurian savings institutions, founded in 1835 — produced this 200 Lire note as a practical stopgap, not as a banking instrument in any traditional sense. These circulated locally as change, primarily in shops and on public transport along the Riviera.
The Italian Treasury eventually moved to suppress the practice, and most of these minitemporary issues were redeemed and destroyed within a few years, which accounts for the relative scarcity of clean survivors from the entire category.
