Banca S. Paolo di Brescia was one of the last Italian provincial banks still exercising its historical right to issue local fiduciary notes in the 1970s — a survival from the pre-unification banking structure that the Banca d'Italia had never fully absorbed. By 1976 this was an anachronism, and these low-denomination notes circulated almost exclusively as change substitutes within the Brescia area during the chronic coin shortage that plagued northern Italy through much of that decade.

The shortage itself was driven partly by coin hoarding and partly by vending machine operators stripping circulation of usable specie. Small private and institutional issuers rushed to fill the gap with mini-assegni and fiduciary notes, and this 200 Lire sits squarely in that moment.
