Italy's postwar small-change crisis returned with unexpected force in the early 1970s when coin shortages prompted banks, municipalities, and retailers to issue their own substitute tokens and notes — a phenomenon known as "moneta di necessità." The Banca Popolare di Milano's 200 Lire note belongs to that wave, issued under a temporary legal tolerance that the Banca d'Italia eventually moved to shut down.
