By 1977, Italy's chronic small-change shortage had driven dozens of local institutions — banks, shops, transit companies — to issue their own substitute currency. These fiduciary notes, technically illegal under postwar banking law but tolerated in practice, filled the gap left by the disappearance of low-denomination coins from circulation. The Banca Agricola Popolare di Matino e Lecce was one of the more obscure issuers, printing locally in Matino rather than using a national commercial printer.
The legal tolerance evaporated quickly. A 1977 decree formally prohibited private emergency currency, and most of these provincial issues were redeemed and destroyed within months of their appearance.
