Croatia's 1993 currency rollout was itself a political act — the kuna had been the currency of the Ustasha puppet state during World War II, and its revival by Zagreb drew immediate criticism from Serbia and international observers even as the country was still at war. The name was chosen deliberately, a reclamation rather than an accident.
Giesecke & Devrient in Leipzig handled production for much of the early kuna series, a logical choice given the German firm's capacity and Croatia's need for rapid, secure output while domestic printing infrastructure was neither established nor safe.
