Chinese provincial food ration coupons of this period were administered through local grain bureaus under the national rationing system that had been in place since the 1950s. By 1988, economic reforms were already unwinding the system across much of China proper, but distribution of staple goods in Xinjiang — including grain, edible oil, and flour — remained tightly controlled through bureau-issued coupons well into the early 1990s, reflecting both the region's geographic isolation and differing implementation timelines for market liberalization.
Xinjiang coupons from this period are frequently found with Uyghur script alongside Chinese, a bilingual requirement applied to official documents in the autonomous region. The rationing system was formally abolished nationally in 1993.
