The type 1848 200 Francs emerged directly from the political upheaval of February 1848, when the proclamation of the Second Republic and the immediate suspension of specie payments forced the Banque de France to issue paper at denominations it had previously avoided. The suspension — decreed on 15 March 1848 — also granted the Banque a regional monopoly, absorbing the departmental banks and creating the first genuinely national paper currency system in French history.

Normand was an architect and decorative draughtsman by training, which partly explains the ornamental discipline of the design. Galle had died in 1833, meaning his contribution was an earlier engraving repurposed for this issue — his name in the margin reflects plate origin, not new work commissioned for 1848.
