Hungary's 1979 silver commemorative was issued in response to the United Nations' designation of 1979 as the International Year of the Child, a global initiative launched partly in recognition of the 20th anniversary of the Declaration of the Rights of the Child. The Hungarian state mint — Pénzverő — produced commemorative issues like this one for both domestic distribution and the hard-currency export market, the latter being a meaningful source of Western foreign exchange during the late socialist period.

The .640 fineness is characteristic of Hungarian commemoratives from this era, chosen to keep silver content economically viable for mass commemorative production without dropping to base metal.
