Liberia's 1983 gold commemorative program was largely produced for the international collector market rather than domestic circulation, with several issues from this period struck by foreign mints on contract. The Boy Scout movement in Liberia had been established under American influence dating back to the early twentieth century, reflecting the country's unusually close institutional ties to the United States.
KM#46 is one of a small cluster of Liberian gold issues from the early 1980s with mintages kept deliberately low to sustain collector premiums.
