Issued to mark the 25th anniversary of the November 1943 AVNOJ session at Jajce, where the Anti-Fascist Council formally constituted Yugoslavia as a federal state and Tito's Partisans claimed legitimate governmental authority. The timing of the commemorative program was also politically convenient — 1968 was the year of the Prague Spring, and Yugoslavia, already outside the Warsaw Pact since the 1948 Tito-Stalin split, had reason to reaffirm its own distinct path to socialism.
Mintage was extremely limited, as with most Yugoslav gold commemoratives of this period, placing the coin firmly in the gift and diplomatic presentation category rather than any circulation function.
