Uzbekistan's early independence period produced some of the most administratively improvised monetary instruments in the post-Soviet space. These coupon sheets — essentially ration booklets repurposed as temporary currency — were introduced in 1992 to manage consumer goods shortages before a proper national currency could be established. The 4th quarter 1993 coupons belong to the tail end of that transitional period; the som was introduced in July 1994, rendering the coupon system obsolete within months of this sheet's issue.
The oversized format reflects their origin as printed forms rather than conventional banknotes — closer in production logic to a government document than a circulating bill.
