The Reichsbahndirektion Altona was one of many regional railway directorates empowered to issue emergency currency — Notgeld — during the hyperinflation of 1923, when the Reichsmark's collapse made it impossible for large employers to pay wages in legal tender. Railway directorates were pragmatic issuers: they needed to meet payroll, and they had the administrative machinery to back scrip with actual goods and services within their network.
By the time this 200-million-Mark note was printed, that denomination was already losing ground to inflation within weeks of issue. The Altona directorate covered the Hamburg region and the Schleswig-Holstein rail network — a significant freight and passenger hub whose operational continuity the Reich considered non-negotiable.
